  • Context (IE): With traditional multilateral institutions such as the United Nations and WTO facing geopolitical divisions, consensus difficulties and institutional gridlock, minilateralism is emerging as a flexible mechanism for countries to address specific global and strategic challenges.

What is Minilateralism?

  • It refers to cooperation among a small group of countries or organisations to address a common problem or pursue specific strategic interests. Examples: Quad, BRICS, and G20.
  • Origin of the Term: International political economist Miles Kahler is credited with introducing the term minilateralism in academic discussions in 1992.
  • Key Characteristic: Minilateral groups generally have smaller membership, greater flexibility and issue-specific cooperation, allowing faster decision-making.

Why is Minilateralism Rising?

  • Multilateral Gridlock: Formal international institutions often face political deadlock and difficulties in reaching consensus on emerging global challenges.
  • Geopolitical Divergence: Increasing differences among major powers have created demand for smaller and more flexible cooperation mechanisms.
  • Faster Response: Smaller groups can respond more quickly to specific and pressing challenges by avoiding lengthy negotiations.
  • Strategic Interests: Countries can cooperate with partners based on shared interests, values or relevant capabilities, rather than belonging to a universal institution.

Limitations

  • Coordination Problems: As minilateral groups expand, increasing membership can create greater diversity of interests and make consensus more difficult, as seen in the expansion of BRICS.
  • Exclusivity: Smaller membership can make minilateral groups more effective but may also raise questions about representation and inclusiveness.
  • Risk of Fragmentation: Excessive reliance on smaller groups could contribute to the fragmentation of global governance.
  • Limited Legitimacy: Unlike universal institutions, minilateral groups may lack the broad-based legitimacy and legal authority required to address issues affecting the wider international community.

Way Forward

  • Complement, Not Replace: Minilateralism should complement rather than replace multilateral institutions, using smaller groups for practical cooperation while retaining broader institutions for legitimacy and global burden-sharing.
  • Issue-Based Cooperation: Countries should develop flexible coalitions around specific global challenges, while ensuring transparency and respect for international law.
  • Bridge to Multilateralism: Successful minilateral initiatives can be used to build consensus and strengthen cooperation within larger multilateral institutions.
  • Ensure Inclusiveness: Minilateral arrangements should maintain open channels for wider participation and avoid creating exclusive blocs that deepen geopolitical divisions.

{GS2 – Social Sector} Mental Health Must Anchor Public Health **

  • Context (TH): As India pursues the vision of Viksit Bharat 2047, mental health needs to move from the margins of public policy to the centre of the public-health system.

What is Mental Health?

  • According to WHO, mental health is “a state of well-being in which every individual realizes their own potential, can cope with the normal stresses of life, can work productively, and is able to contribute to their community.”
  • Mental health affects educational attainment, workplace participation, social cohesion and physical health, making it integral to human capital and economic development.

Major Implications

  • Large Disease Burden: Mental illness affects around 1 in 7 Indians, with nearly 200 million people living with a diagnosable mental health condition.
  • Treatment Gap: India’s mental-health treatment gap remains around 84.5%, meaning a large majority of those requiring care do not receive it.
  • Shortage of Professionals: India has only around 0.3 psychiatrists per 1 lakh population, along with shortages of clinical psychologists, psychiatric social workers and psychiatric nurses.
  • Link with Physical Health: Mental disorders increase the risk of chronic diseases, while conditions such as diabetes, hypertension, tuberculosis & HIV/AIDS are associated with higher rates of anxiety and depression.
  • Economic Cost: A 2025 modelling study estimated that integrating universal depression screening into primary healthcare could generate annual net savings of around ₹291–₹482 billion, equivalent to up to 0.32% of GDP.

Existing Initiatives

  • Ayushman Bharat: More than 1.73 lakh Sub-Centres and Primary Health Centres have been converted into Ayushman Arogya Mandirs, with mental healthcare included in their essential service packages.
  • District Mental Health Programme (DMHP): The programme now covers more than 90% of districts, strengthening district-level mental-health services.
  • Tele-MANAS: Launched in 2022, it has expanded mental-health teleconsultation services across States and Union Territories.
  • Mental Healthcare Act, 2017: Provides a rights-based framework for mental healthcare and protection of the rights of persons with mental illness.
  • MANODARPAN Initiative: Provides psychosocial support to students for their mental health & well-being during the COVID outbreak and beyond.
  • KIRAN: Mental health rehabilitation 24/7 toll-free helpline by Ministry of Social Justice and Empowerment.

{GS3 – Agri} Declining Cotton Production in India

  • Context (IE): Shrinking cultivation areas across the Northern cotton belt and persistent crop vulnerabilities are driving a significant decline in India’s national cotton production.

About Cotton

  • Cotton is a tropical and subtropical semi-xerophytic Kharif cash crop needing a long frost-free season under semi-arid conditions, with temperatures of 21°C–30°C and 50–100 cm rainfall.
  • Soil: Thrives in deep, moisture-retentive Black Cotton Soil (Regur), as well as northern alluvial and southern red or laterite soils.
  • India uniquely cultivates all four recognized commercial species: Gossypium arboreum and G. herbaceum (Asian), G. hirsutum (American Upland), and G. barbadense (Egyptian).
  • India’s Cultivation Belts: Northern (Punjab, Haryana, Rajasthan), Central (Gujarat, Maharashtra, Madhya Pradesh), and Southern (Telangana, Andhra Pradesh, Karnataka).

Current Status of India’s Cotton Production

  • Production Contraction: National output dropped from historic highs of 350 lakh bales to 290.91 lakh bales in 2025–26 due to an 18-lakh-hectare acreage reduction.
  • Northern Belt Shrinkage: Cumulative acreage across Punjab, Haryana, and Rajasthan fell 23.2% in 2026, with Punjab recording a 37.5% plunge to 80,000 hectares.
  • Yield Stagnation: Average crop productivity remains between 428 and 451 kg per hectare, falling far short of global benchmarks set by China and Australia.
  • Import Dependency: India has become a net importer of raw cotton for the first time in decades as imports exceeded exports to meet textile demand.

Key Reasons for Production Decline

  • Bt Technology Fatigue: Widespread pest resistance has neutralized Bollgard-II’s yield advantages since 2006, and no major new GM cotton traits have been approved since then.
  • Climate Vulnerability: With about 62% of cotton rain-dependent, erratic monsoons, dry spells, and post-monsoon rain during boll bursting cause rotting and yield losses.
  • Escalating Cultivation Costs: Labor-intensive manual picking (~30–35% of costs) and high pesticide expenses reduce profit margins.
  • Soil Degradation: Decades of cotton monocropping and skewed NPK use favoring subsidized urea have depleted soil organic carbon in central and western agricultural tracts.

Why are Northern Cotton Belts Shrinking?

  • Pest Outbreaks: Consecutive, destructive Pink Bollworm and Whitefly infestations collapsed northern yields to 1.5–2 quintals per acre, breaching the 7-quintal breakeven threshold.
  • Paddy MSP: Guaranteed MSP procurement for paddy creates a zero-risk market, driving a regional shift to water-heavy summer rice cultivation.
  • Power Subsidy: Flat electricity subsidies for agricultural tubewells lower paddy’s irrigation costs, encouraging farmers to shift from water-efficient cotton.
  • Canal Waterlogging: Low-lying areas along northern canal networks often face poor drainage and sudden downpours, leading to cotton root asphyxiation.

Government Initiatives to Revitalize Cotton Production

  • Cotton Productivity Mission (Kapas Kanti): Aims to raise yields to 755 kg/ha and transform the value chain towards the 5F vision (Farm to Fiber to Factory to Fashion to Foreign).
  • PM MITRA: Creates large textile parks to build scale, reduce logistics costs, and integrate cotton spinning, weaving, and apparel manufacturing.

{GS3 – Envi} Rural Waste Management **

  • Context (TH): Rural India is witnessing a shift from biodegradable waste towards plastic, sanitary and other non-biodegradable waste with little evolution in waste-management systems.

Rising Trends of Waste in Rural Areas

  • Mounting Wastes: India produces 1.7 lakh tonnes of waste every day (Central Pollution Control Board), of which 22% ends up in landfills with data on rural waste not counted at all.
  • Global Trends: Around 2.7 billion people do not have their waste collected and of them 2 billion live in rural areas (UNEP).
  • Changes in Consumption patterns: There is a rise in per capita spending in India’s rural areas with proliferation of plastics or multilayered packaging in the remotest rural areas.

Key Issues with Management of Wastes in Rural Areas

  • Infrastructure and Last-Mile Deficit: Many villages lack adequate collection points, segregation centres and processing facilities. Even where assets exist, they are poorly maintained and under-utilised.
  • Poor Source Segregation: Wet, dry, plastic and hazardous waste are frequently mixed at source, making recycling, composting and scientific disposal difficult.
  • Open Dumping and Burning: In the absence of reliable collection, waste is often dumped in agricultural land or water bodies, or openly burnt causing risks of soil, water and air contamination.
  • Weak Panchayat Capacity: Gram Panchayats face shortages of technical expertise, trained personnel and managerial capacity to plan and operate waste systems with lack of policy translation on paper.
  • Financial and Logistical Constraints: Low population density and dispersed settlements make collection and transportation expensive causing value of recovered recyclables to be insufficient to cover costs.
  • Behavioural and Governance Gap: Waste is often perceived as an individual rather than collective responsibility with uneven monitoring and accountability.

Strategic Measures Needed to address the Issue

  • Decentralised Waste Management: Rural India needs village-level segregation and composting, combined with cluster/block-level material recovery and recycling facilities.
  • Strengthen Gram Panchayats: Make Panchayat the nodal institution for planning, collection and monitoring, supported by technical personnel at block/district level.
  • Ensure Convergence-Based Financing: SBM-G should be complemented by 15th Finance Commission grants, and Panchayat resources, as envisaged in SBM-G Phase II.
  • Build a Circular Rural Economy: Promote composting, biogas/biomethanation, plastic recovery and recycling, while integrating local kabadiwalas, SHGs and other informal actors into formal systems.
  • Shift to Outcome-Based Monitoring: Independent verification, digital tracking and social audits can reduce the gap between reported and actual performance.

Insights from Majuli and Tawang Method

  • From infrastructure to an integrated system: In Majuli, existing collection facilities were made functional through community participation, transport vehicles, recycler linkages with waste now collected across 19 of 20 panchayats despite floods and erosion.
  • Community-Led Waste Management: Tawang/Zemithang model demonstrates value of local ownership where households segregate waste and participate in periodic Swachhata Diwas.

Specific Measures taken for Rural India

  • SBM-G Phase II and ODF Plus: SBM-G Phase II (2020–27) aims to sustain ODF (Open Defecation Free) behaviour and provide solid and liquid waste-management arrangements in villages.
  • Village-Level Waste Management Plans: Every village is expected to prepare a Village Action Plan, integrated with the Gram Panchayat Development Plan.
  • Rural Plastic Waste Management: Provides for village-level storage/collection and block- or district-level Plastic Waste Management Units/Material Recovery Facilities.
  • Swachh Bharat Mission (Grameen): It shifted India’s sanitation discourse from open defecation towards sustainable sanitation and waste management.

{Prelims – Envi} Limiting Overshoot Report

  • Context (TH): United Nations Environment Program (UNEP) released the Limiting Overshoot report.

Key Findings of the Report

  • Inevitable Breach: Global GHG emissions have not declined fast enough, making a near-term breach of the Paris Agreement’s 1.5°C limit unavoidable. Under ambitious climate actions, warming will peak at 1.8°C mid-century. However, current policies are on track to reach 2.6°C by 2100.
  • Risk Curve: Every tenth of a degree above 1.5°C significantly increases the risk of heatwaves, floods, glacier melt, sea-level rise, and ecosystem tipping points. Temporary overshoot will push highly vulnerable regions past thresholds beyond which financial investment can no longer prevent irreversible loss.
  • Reversal Cost: Every five years of high emissions increases peak warming by 0.1°C, requiring 220 billion tonnes of CO₂ removal to reverse.
  • CDR Limits: Carbon Dioxide Removal (CDR) technologies, facing high costs, governance gaps, and unproven scalability, cannot replace immediate GHG reductions.
  • Fallback Strategy: The world must adopt an “overshoot, peak, and decline” strategy to limit peak temperature and force it back below 1.5°C before 2100.

{Prelims – Envi} Northern Goshawk (Accipiter gentilis)

  • Context (IE): The Northern Goshawk, locally called “Baaz”, was recently spotted in Punjab, where it is the State Bird owing to its historical link with Guru Gobind Singh.
  • The Northern Goshawk is a medium-to-large raptor. It exhibits sexual dimorphism, with the female significantly larger and up to twice as heavy as the male.
  • Habitat: Breeds in mature old-growth coniferous and deciduous forests, using dense canopies for nesting cover & open understories for hunting.
  • Distribution: Across temperate Northern Hemisphere and northern Asia, and North America. In India, it lives in the high-altitude Himalayas and visits lower Himalayan foothills in winter.
  • Diet: An opportunistic predator, it feeds mainly on medium-sized forest birds like grouse and crows, and small mammals like squirrels and hares.
  • Behavior: A territorial, elusive, solitary hunter known for rapid, agile flight, maneuvering through dense vegetation to ambush prey.
  • Ecological Role: Acts as an apex avian predator and a critical indicator of forest health and biodiversity.

{Prelims – Polity} Language in Judiciary

  • Context (TH): The Tamil Nadu Legislative Assembly adopted a resolution, urging the Centre to recognise Tamil as the principal language of the Madras High Court.

Constitutional Provision

  • Article 348(1): Proceedings in the Supreme Court and High Courts and authoritative texts of Bills, Acts, Ordinances, rules, etc., are generally in English.
  • Article 348(2): The Governor of a State, with the previous consent of the President, may authorise the use of Hindi or any other official language of the State in proceedings of the High Court.
  • State Legislature: Can prescribe the use of any language other than English for Bills, Acts, Ordinances, Orders, Rules, Regulations or Bye-laws; however, an English translation must also be published.

Official Language Act of 1963

  • EnviOsbeckia ulotricha (DTE): New plant discovered in the Agasthyamala BR. It is a flowering plant characterized by woolly-curly hairs on the hypanthium (floral cup). Leaves are clustered at the tip, and the flower base is nearly round.
    • Habitat: Damp margins of shola forest and montane temperate grassland at 1,200–1,500 m elevation.
  • EnviAmolops ammachi (DTE): New cascade frog discovered from the Jampui Hills of Tripura. It is a medium-sized frog with a light-brown body marked by distinct olive-green patterns, named after social activist Padmini Varkey, known as Ammachi (Malayalam for mother).

      1. Amolops sendenyu: Cascade frog discovered in Sendenyu village in Nagaland.
