- NPP proposes 30 inter-basin water transfer links, divided into 14 Himalayan and 16 Peninsular components, to address regional scarcity through canal networks and hydropower stations.

Sustainable Alternatives

{GS2 – Polity} Totaliser Machine in EVM Vote Counting
- Context (TH): Supreme Court has sought the Centre’s response on introducing ‘totalisers’ for counting votes recorded in EVMs.
- A totaliser is a device that allows votes recorded in multiple EVMs to be aggregated and counted together, instead of revealing the result of each EVM/polling station separately.
- Thus, political parties would know how many votes each candidate received from the group, but would not be able to determine the voting pattern of an individual booth.
Why is a Totaliser Needed?
- Protects Secrecy of Voting Patterns: A totaliser would prevent political parties or candidates from easily identifying which particular locality or polling booth voted against them.
- Prevents Post-Election Intimidation and Victimisation: This is particularly relevant in areas where political competition is intense or where voters may be vulnerable to local political pressure.
- Existing Precedent in Paper-Ballot Counting: Rule 59A of the Conduct of Elections Rules, 1961 provides for aggregation of ballot papers in specified circumstances involving apprehension of intimidation or victimisation.
- Supported by Electoral Reform Proposals: Law Commission’s 255th Report (2015) recommended the use of totalisers in appropriate circumstances, and the ECI had also proposed their introduction.
Concerns Regarding Totaliser
- Weakens Booth-Wise Verification: Aggregation of multiple EVMs could make it difficult to identify the particular machine responsible for a discrepancy, complicating verification.
- VVPAT Verification Concerns: Totalisation may complicate existing booth-wise and machine-wise verification mechanisms involving EVMs, VVPATs and Form 17C.
- Transparency Vs Secrecy Dilemma: While booth-wise results help parties analyse electoral trends and local voting preferences, totalisers prioritise voter privacy by concealing such patterns.
- Lack Of Clear Statutory Framework: The ECI has pointed to the absence of an explicit legal provision specifically authorising totalisers for EVM vote counting, necessitating appropriate legal and procedural changes.
