  • Market Expansion: White crystal sugar holds 78% of a domestic market expected to reach USD 18.7 billion by 2032, with bakery and confectionery sectors driving 28% of demand.
  • Ethanol Share: Sugar diverted for ethanol decreased from 12% in 2022-23 to 9% in 2025-26, with grain-based feedstocks now providing nearly three-fourths of India’s ethanol.

  • Context (TH): Union Ministry of Home Affairs added heatwaves and lightning to the Notified Disaster list, expanding it from 12 to 14 categories.
  • Under Section 2(d) of the Disaster Management Act, 2005, a disaster is a catastrophe causing substantial loss of life, property, or environment beyond the community’s coping capacity.
  • A Notified Disaster is a natural or man-made calamity officially recognized by the Central Government as eligible for relief from the State and National Disaster Response Fund (SDRF/NDRF).
  • Process: Finance Commission recommends calamities for national inclusion, and the Ministry of Home Affairs officially notifies them under the Disaster Management Act, 2005.
  • Criteria: Geographic scale, historic mortality, recurrent nature, socio-economic shock, and the need for uniform ex-gratia compensation.
  • Notified List: Cyclones, droughts, hailstorms, cloudbursts, frost and cold waves, heatwaves, lightning, earthquakes, floods, tsunamis, landslides, avalanches, fire, and agricultural pest attacks. No man-made calamity is currently notified.
  • Administration: Ministry of Agriculture and Farmers Welfare oversees droughts, agricultural pest attacks, hailstorms, and frost and cold waves, while Ministry of Home Affairs administers all other notified disasters.

Benefits of Listing as Notified Disasters

  • SDRF Access: Removes the 10% expenditure cap previously applied to unlisted “local disasters,” allowing states to use 100% of their State Disaster Response Fund (SDRF) for immediate relief.

  • FSPV mounts solar panels on buoyant pontoon structures anchored to the bed or banks of freshwater bodies. Generated electricity is transmitted onshore through underwater cables.
  • Potential: National Institute of Solar Energy (NISE) estimates India’s floating solar potential at 102.18 GWp, using just 20% of available reservoir surface area.

  • Lethal Autonomous Weapons Systems (or killer robots) use sensors and AI to detect and attack targets without meaningful human control.
  • No international treaty regulates AI-powered weapons. Convention on Certain Conventional Weapons (CCW) will meet in Geneva in November 2026 to decide whether to launch treaty negotiations.

  • Lithium is a non-ferrous, soft, silvery-white alkali metal. It is also called ‘white gold’ due to its high demand for rechargeable batteries.

  • Context (AIR): The Meghalaya Legislative Assembly has unanimously passed a Government Resolution opposing uranium mining in the state.

About Uranium

  • Uranium is a naturally occurring, heavy, radioactive metallic element. It is one of the most important minerals used in the generation of nuclear energy.
  • It is a silvery-grey metal and belongs to the actinide series of elements.
  • It occurs in various minerals and is extracted through uranium mining and processing.
  • The isotope Uranium-235 (U-235) is particularly important because it is fissile, meaning it can sustain a nuclear chain reaction.
  • Uranium-238 (U-238) is the most abundant naturally occurring isotope of uranium.
  • Global uranium resources and mining production are unevenly distributed, with the largest known reserves concentrated in Australia (28% to 32%), Kazakhstan (14%), and Canada (10%).
  • Kazakhstan produces the largest share of the world’s annual supply (around 32% to 39%) followed by Canada, Australia and Namibia

Uranium in India

  • Uranium is the primary fuel for India’s Pressurised Heavy Water Reactors (PHWRs). However, India has limited domestic uranium reserves and relies on imports from Russia, Kazakhstan, and France etc.
  • Major Uranium Deposits: Jaduguda, Narwapahar, Bhatin and Turamdih in Jharkhand; Tummalapalle in Andhra Pradesh; Domiasiat and Wahkyn in Meghalaya; Lambapur–Peddagattu in Telangana; Rohil in Rajasthan; and Gogi in Karnataka.
  • India’s uranium mining and processing activities are primarily undertaken by the Uranium Corporation of India Limited (UCIL).

  • Context (NOA): A catastrophic flash flood and mudslide swept through the Nepal-Tibet border region.
  • Cause: An ice-rock avalanche choked the Lhende Khola (a tributary of the Bhote Koshi), triggering a dam-breach surge into the downstream Bhote Koshi and Trishuli basins.
  • Recurrence: Driven by accelerated cryosphere loss in the Hindu Kush Himalayas, this is the second catastrophic Lhende Khola flood in ~14 months, after the 2025 Rasuwa Glacial Lake Outburst Flood (GLOF).
  • Ice-Rock Avalanche: A rapid, gravity-driven mass movement of fragmented rock and glacial ice traveling at velocities exceeding 80 km/h and carrying massive volumes of debris.
  • Flash flood: High-velocity water surge that peaks within six hours of a causative event (e.g., cloudburst or dam breach), marked by sudden onset and heavy debris load.

About Bhote Koshi River

  • Also called Kyirong Tsangpo in Tibet, is a transboundary river forming the upper catchment of the Gandaki (Gandak) river system.
  • Originate from the glaciers of Gyirong County in the Tibet Autonomous Region, it flows southward, crossing the international boundary at Rasuwagadhi into Nepal.
  • It becomes the Trishuli River near Dhunche after receiving the Trisuli Khola, and later merges with the Kali Gandaki to form the Narayani River, which eventually enters India as the Gandak.
  • Significance: Primary overland trade gateway between Nepal and China (via the Gyirong-Rasuwagadhi port) and a hub for Nepal’s run-of-the-river hydropower projects.

{Prelims – IE} IT Resilience Index (ITRI)

  • Context (TH): Securities and Exchange Board of India (SEBI) introduced the IT Resilience Index (ITRI) for Market Infrastructure Institutions (MIIs).
  • Market Infrastructure Institutions (MIIs): Stock exchanges, clearing corporations, and depositories; systemically important financial entities regulated by SEBI that provide the core infrastructure for capital market operations.
  • ITRI is an automated, system-driven quantitative 100-point technology health scorecard to measure the robustness and cyber resilience of critical IT systems.
  • 9 Parameters: Availability, Security (20% each), Integrity, Governance, Reliability and Monitoring, Business Continuity, Modularity and Flexibility (10% each), Scalability, and Others (5% each).
  • MIIs must calculate the index every half-year within 60 days of each half-year’s end and submit a rolling comparison of two consecutive half-years (along with corrective actions taken or proposed) to their SCOT (Standing Committee on Technology) and governing boards.
  • Monitoring Tool: SEBI mandated MIIs to deploy an Early Warning System to detect deterioration in ITRI parameters

{Prelims – IR} UN Committee on Elimination of Racial Discrimination (UNCERD)

  • Context (TH): India rejected the observations made by the UNCERD, describing them as “politically motivated” and “highly malicious.”
  • It is a body of independent experts that monitors the implementation of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) by its States Parties.
  • The Committee examines periodic reports submitted by member countries and assesses the measures taken to eliminate racial discrimination.
  • It may also issue concluding observations and recommendations to countries regarding their compliance with the Convention.

ICERD

  • ICERD is a major international human rights treaty adopted by the UN General Assembly on 21 December 1965. It entered into force on 4 January 1969.
  • Objective: To eliminate racial discrimination in all its forms and promote understanding and equality among people, irrespective of their race, colour, descent, or national or ethnic origin.
  • Members (States Parties): 182 countries.

{Prelims – IR} Chinese Expansion in South China Sea

  • Context (ET): New Chinese installations were sighted on Yagong Island in the Paracels archipelago of the disputed South China Sea, near Antelope Reef.
  • South China Sea lies south of the Chinese mainland and is bordered by Brunei, China, Indonesia, Malaysia, the Philippines, Taiwan, and Vietnam. It extends from the Strait of Malacca in the southwest to the Strait of Taiwan in the northeast.
  • Yagong Island: Historically known as “He Duck” for its shape, it is a tiny coral islet in the Crescent Group of the Paracel Islands.
    • Dispute: China administers the island, but Vietnam and Taiwan both claim the entire group.
  • Paracels Archipelago: Located north of the Spratly Islands and northwest of Scarborough Shoal, it comprises 130 coral islands and reefs. It is divided into two main subgroups:
    1. Amphitrite Group: Northeastern cluster, including Woody Island (China’s main administrative hub).
    2. Crescent Group: Western cluster, including Yagong Island, Money Island, and Antelope Reef.

  • Context (DDN): Union Rural Development Minister launched the Mission Samriddh Gaon scheme, with pilot models to be implemented in two blocks in Madhya Pradesh.
  • Mission Samriddh Gaon is an integrated rural transformation and livelihood-saturation initiative of the Ministry of Rural Development (MoRD).
  • Objective: Poverty-free, self-reliant, and employment-rich villages with assured basic amenities.

{Prelims – Polity} Gorkhaland Statehood Movement

  • Context (IE): Union Ministry of Home Affairs formed a panel led by former Deputy NSA Pankaj Kumar Singh to draft a permanent solution for the Gorkha statehood demand.
  • Indian Gorkhas are a Nepali-speaking ethno-linguistic community inhabiting the Darjeeling and Kalimpong hills, Sikkim, and several northeastern states. Gorkha regiments have served in the Indian Army since the 1816 Treaty of Sugauli, following the Anglo-Nepal War.
  • Origin & Evolution: In 1907, the Darjeeling Hillmen’s Association petitioned the Minto-Morley Reforms Committee to separate Darjeeling and Jalpaiguri from Bengal; Subhash Ghisingh founded the GNLF in 1980, coined “Gorkhaland,” and the violent phase led to the Darjeeling Gorkha Hill Council (1988) and later Gorkhaland Territorial Administration (2011).
