{GS2 – MoHUA} Parliamentary Standing Committee Report on AMRUT

  • Context (IE): A recent report by the Parliamentary Standing Committee on Housing and Urban Affairs highlighted major wastewater management gaps under AMRUT and AMRUT 2.0.

Key Highlights

  • Sewerage Deficit: Only 30% of India’s 11.32 crore urban households have underground sewer connections, while 2.84 crore still rely on decentralized septic tanks.
    • States like Madhya Pradesh, Tamil Nadu, West Bengal, Odisha, Jharkhand, and Bihar rely more on septic tanks than formal sewer networks.
  • Project Completion: Out of 594 approved sewerage and septage projects under AMRUT 2.0, only 104 (17.51%) are complete, while 67% remain stalled or in implementation.
  • Pipeline Progress: Less than half of the approved 59,261.67-km sewage network has been laid, showing significant last-mile infrastructure delays.
  • Bottlenecks Identified: Tendering, procurement, land acquisition, clearances, contractor inefficiencies, scope changes, legacy integration, and weak Urban Local Body (ULB) capacity.
  • Recommendations: Creating real-time connectivity tracking, implementing a wastewater-reuse policy linking disbursements to verified household connections instead of tender awards, and establishing ring-fenced Operation and Maintenance funds for ULB sustainability.

AMRUT (Atal Mission for Rejuvenation and Urban Transformation)

  • AMRUT is a Centrally Sponsored Scheme under the Ministry of Housing and Urban Affairs (MoHUA) that provides clean drinking water and sewage networks to disadvantaged urban households.
  • AMRUT 1.0 (2015–2021): Focused on 500 cities, mainly with populations above one lakh; supported water, sewerage, drainage, green spaces, and non-motorized transport
  • AMRUT 2.0 (2021 Onwards): Promotes urban water security, wastewater recycling, and a circular water economy across all statutory towns.

{GS3 – Envi} Mining Restrictions for Wetland Conservation Reserves

  • Context (TH): Supreme Court ruled that a 10-km mining buffer zone now applies to all wetland reserves across India, expanding the earlier safeguard for the Asan Wetland Conservation Reserve.
  • Mining within the restricted radius needs prior permission from the National Board for Wildlife (NBWL) Standing Committee and/or the Ministry of Environment, Forest and Climate Change (MoEFCC).
  • Restitution: Illegal miners are liable to pay for extracted minerals and ecosystem restoration.
  • Mining Restrictions in Other Protected Areas: Prohibited inside National Parks and Wildlife Sanctuaries and within 1 km of their boundaries unless a larger notified ESZ applies. Forest land requires prior Central approval under the FCA, 1980 and environmental clearance under the EIA Notification, 2006.

Asan Wetland

  • Locally called Dhalipur Lake, it is a human-made freshwater lake in Dehradun, Uttarakhand, formed by the Asan Barrage at the Asan and Yamuna Rivers confluence.
  • Designated a Ramsar Site (Uttarakhand’s first) in 2020, and is listed as an Important Bird Area (IBA) by BirdLife International.
  • Biodiversity: It is a vital wintering habitat and stopover along the Central Asian Flyway, supporting 330 bird species, including threatened vultures, Pallas’s Fish-eagle, and migratory waterbirds; serves as a spawning ground for aquatic biodiversity, supporting the endangered Golden Mahseer.

  • Context (IE): OECMs are emerging as a flexible complement to India’s traditional protected-area model, extending conservation beyond the statutory network to community and private lands.

About Other Effective Area-based Conservation Measures (OECM)

  • Convention on Biological Diversity (CBD) defines OECM as a demarcated area outside the formal protected network that achieves positive long-term outcomes for in situ biodiversity conservation.
  • Outcome Focus: An OECM is recognized solely based on its conservation outcomes, regardless of its original management purpose or commercial use. The recognition carries no legal, financial, or managerial authority. Instead, it relies on existing local laws to sustain conservation.
  • OECM Criteria: Candidate site must meet 4 conditions: 1. Located outside the statutory protected network 2. Clearly demarcated boundaries 3. An active, inclusive governance framework 4. Proven, lasting ecological benefits.
  • Categories: IUCN classifies OECMs by intent into: 1. Ancillary (conservation as a byproduct), 2. Secondary (conservation as one stated goal), and 3. Primary (managed primarily for conservation).
  • Global Tracking: UN Environment Programme World Conservation Monitoring Centre (UNEP-WCMC) lists sites in the World Database on OECMs to track global conservation progress.
  • Pioneer Site: Aravalli Biodiversity Park in Gurugram became India’s first OECM site in 2022, after a citizens’ and municipal effort restored a degraded mining site into forest.

  • Context (PIB | TH): On the occasion of International Clouded Leopard Day, India has reaffirmed its commitment to the conservation of clouded Leopard through the newly launched Clouded Leopard CAP.
  • International Clouded Leopard Day: It is observed annually on 4th August to raise awareness about the conservation of clouded leopards, their habitats, and the threats they face across Asia.
  • Prepared under the India–GEF–UNDP initiative, the Action Plan CAP was released during the 91st meeting of the Standing Committee of the National Board of Wild Life (SCNBWL), held at Coimbatore.
  • Comprehensive Framework: For securing habitats, restoring forest connectivity, strengthening scientific monitoring and empowering local communities for conservation of the species.
  • Conservation Landscapes: Identifies 14 priority conservation landscapes across Northeast India & promotes habitat restoration & corridor conservation to improve connectivity between fragmented forests.
  • Climate Resilience: Integrates climate resilience and adaptive management into conservation planning to enhance the long-term survival of clouded leopard habitats and landscapes.

About Mainland Clouded Leopard

  • It is distinct from the Sunda Clouded Leopard (Neofelis diardi), which is found only on the islands of Borneo and Sumatra. State Animal: Manipur
  • Distribution: Found in Himalayan foothills, Northeast India, Nepal, Bhutan, Bangladesh, Myanmar, southern China, & mainland Southeast Asia.
  • Characteristics: Distinctive cloud-shaped markings on its coat; Primarily arboreal, spending much of its time in trees; Mostly solitary, nocturnal, and crepuscular.

{GS3 – IE} Inventory-based Cross-border E-Commerce Export Framework

  • Context (PIB): Inventory-based Cross-border E-Commerce Export Framework has been operationalised.
  • It has been done under the Foreign Trade Policy (FTP), 2023 following the recent amendment to FDI Policy which permits inventory-based e-commerce operations exclusively for exports.

Key Highlights of the Framework

  • Exporter-on-Record (EOR): Eligible e-commerce entities may undertake export-only inventory operations through a registered EOR.
    • EOR procures goods from Indian Sellers-on-Record (SORs) against confirmed overseas orders, undertakes exports in own name, and assumes responsibility for export operations and compliance.
    • It enables Indian sellers to access overseas markets while delegating export documentation, customs formalities, and others to the EOR.
  • Safeguards of Indian Exporters:
    • Enables procurement of Export inventory only against confirmed export orders.
    • Prohibits speculative inventory build-up for export purposes.
    • Export inventory is distinctly identified, segregated and maintained through a digital repository.
    • Timely payments to Indian Sellers within prescribed timeline.

  • Context (IE): Recently, China imposed rules on anthropomorphic AI (or AI companionship) prohibiting them from offering virtual intimate relationships to minors.
  • Further, States like New York and California in USA have introduced measures requiring chatbots to periodically disclose that they are not human.

About AI Companionship

  • They are chatbots powered by large language models (LLMs) designed for personalised, emotionally engaging interactions. Examples: Character.AI, Replika, Chai, Botify AI, etc.

Key Challenges associated with AI Companionship

  • Psychological or physical harm: As AI companions aim to create an emotional bond with their users, they are more likely to agree with their users rather than challenge them creating a ‘confirmation bias’.
  • Developing AI dependence: Users with smaller social networks are more likely to turn to AI chatbots for companionship, causing social isolation increasing the likelihood of excessive use.
  • Personal Data Leak: AI companions, like other AI chatbots, raise privacy concerns regarding the lack of transparency in collecting, retaining and processing personal data.
  • New type of Dark Pattern: Dark patterns refer to deceptive design techniques used on websites and apps to manipulate users into making purchases.
    • E.g. In Replika, paid options grant features crucial for deeper connection.
  • Digital divide: Users with lower AI literacy may be more susceptible to becoming over-reliant on AI companions and more affected by manipulative designs.
  • Energy demands: Excessive energy consumption is one of the main sources of environmental problems, like air pollution and climate change.

Way Forward

  • Clarify legal responsibilities: Conduct targeted risk and gap to assess whether existing legal frameworks and enforcement powers are sufficient to address those risks.
  • Establish a minimum regulatory baseline: Including requirements for risk assessment; age-appropriate access controls; transparency about the system’s non-human nature; etc.
  • Apply proportionate, risk-based obligations: Stronger obligations relating to age assurance, safety-by design defaults, transparency, and more rigorous mandatory escalation and referral safeguards.
  • Ensure enforcement capacity and accountability: Misleading marketing of AI, particularly representations of AI chatbots as human or therapeutic substitutes, should be addressed.
  • Support cross-jurisdictional evaluation: Independent researchers should assess which regulatory approaches reduce harm, improve compliance and offer protection and safety.

Global Regulatory Framework For AI

  • India: Digital Personal Data Protection (DPDP) Act, 2023 and IndiaAI Governance Framework. DPDP Act regulates the collection, processing, and protection of personal data used by AI systems.
  • European Union (EU): EU AI Act (2024; phased implementation from 2025–2027), adopts a risk-based approach, categorizing AI systems into unacceptable, high, limited, and minimal risk.
  • USA: Sector-specific laws, state AI legislation, and the NIST AI Risk Management Framework (AI RMF)
  • China: Interim Measures for Generative AI Services, Algorithm Recommendation Rules, and Deep Synthesis Regulations, requires security assessments before deployment of certain AI services.
  • South Korea: AI Basic Act (Artificial Intelligence Framework Act) promotes trustworthy and ethical AI development.

{GS3 – S&T} Vehicle-to-Vehicle (V2V) Communication *

  • Context (LM): Ministry of Road Transport and Highways (MoRTH) proposed making Vehicle-to-Vehicle (V2V) communication systems mandatory in all new vehicles from 1 October 2028.
  • Objective: To reduce road accidents by complementing Advanced Driver Assistance Systems (ADAS) and building a foundation for Intelligent Transportation Systems (ITS).
  • ADAS use sensors, cameras, radar, and real-time processing for automated safety features like emergency braking, lane departure warnings, and blind-spot monitoring.
  • V2V is an advanced wireless tech enabling vehicles to form a localized, network-free mobile web for real-time direct communication. It supports short- to medium-range links and is a key component of Vehicular Ad Hoc Networks (VANETs).
  • Mechanism: On-Board Units (OBUs) continuously exchange data on location, speed, direction, braking, etc., via DSRC, Wi-Fi, WiMAX, or Cellular Vehicle-to-Everything (C-V2X) (for India).
  • Key Advantage: Unlike ADAS sensors, V2V receives hazard information beyond blind corners, through dense fog, or around vehicles that obstruct the driver’s view.
  • Implementation Challenges: Can increase entry-level vehicle costs, limit effectiveness in mixed traffic and legacy vehicles, and require strong protections against network attacks and GPS spoofing.

{Prelims – Envi} Asiatic Wild Water Buffalo (Bubalus arnee)

  • Context (IE): Chhattisgarh Forest Department is planning to translocate wild buffaloes from Assam to rescue the state animal of Chhattisgarh from the brink of local extinction in Central India.
  • Asiatic wild water buffalo is the second largest wild bovine (after Gaur) native to the Indian subcontinent and Southeast Asia. It has the largest horns of any living bovid, spanning over two meters.
  • The species lives in female-led maternal herds and wallows in mud to regulate body temperature.
  • Habitat: Wet grasslands, swamps, alluvial plains, and river valleys. Over 90% of the global population is concentrated in northeast India, primarily in Assam.
  • IUCN: Endangered, CITES: Appendix III, WPA: Schedule I.
  • Threats: Genetic swamping due to interbreeding and disease transmission from shared habitats with free-ranging domestic water buffaloes.

  • Context (DTE): Scientists discovered a new species of blind and blood-red eel from two non-descript dug-out wells located in Assam’s Goalpara district.
  • The species has been given the name Rakthamichthys anchi.
  • Rakthamichthys genus of phreatobitic (residing exclusively within phreatic zone of groundwater aquifers) swamp eels (Synbranchidae) is endemic to India.
  • After Rakthamichthys rongsaw, Rakthamichthys anchi is now the second swamp eel of genus to be discovered in Northeast.
    • Swamp eels are freshwater fish, but they are not closely related to other living eels or snake-like marine and freshwater fishes.

  • Context (PIB): Chief of the Army Staff launched the Xtreme Weather Grade (XWG) Diesel, developed indigenously by the Indian Army and Oil Marketing Companies (OMCs).
  • XWG diesel is a military-grade diesel fuel designed to remain fluid in subzero temperatures, ensuring reliable operation of vehicles in high-altitude and extreme winter conditions.
  • It has a pour point of −42°C to prevent waxing and gelling, a flash point of 50°C for safety, and is BS-VI and IS 1460:2025 compliant, requiring no engine modifications.

  • Context (IE): Directorate General of Foreign Trade (DGFT) imposed a six-month restriction on imports of a Suspension Polyvinyl Chloride (S-PVC) resin.
  • S-PVC is a widely used synthetic plastic polymer created by polymerizing vinyl chloride monomer in water using special agitators and initiators.
  • It appears as a white, free-flowing powder, which is processed into various plastic products.
  • It accounts for about 80% of global PVC production, yielding a clean, granular, and dust-free powder ideal for rigid structural applications.
  • DGFT is an attached office of the Ministry of Commerce and Industry, responsible for implementing India’s Foreign Trade Policy and administering export-import regulations.

  • Context (IE): Supreme Court directed all States and UTs must notify and operationalize State Cyber Crime Coordination Centers within a four-week timeline. State law enforcement authorities are directed to adopt the e-Zero FIR mechanism in consultation with the Indian Cyber Crime Coordination Center (I4C).
  • Mule account (or money mule account) is a legitimate bank account used by cybercriminals to receive, hide, and launder illegally acquired money.
  • Criminal networks gain control of these accounts through three categories of account holders: 1. Unwitting Mules (innocent victims of scams), 2. Witting Mules (who knowingly rent or sell accounts), and 3. Synthetic Identities (opened with forged or stolen IDs).
  • Prevention of Money Laundering Act (PMLA), 2002, recognizes participating in money mule activities as assisting in the laundering of the proceeds of crime.
  • Reserve Bank Innovation Hub (RBIH) has developed an AI-powered model, MuleHunter.AI, to detect and combat digital fraud involving these intermediary accounts.

About Rhine River

  • Context (DTE): The US FDA identified a new nitrosamine impurity associated with the drug mitapivat and updated its acceptable intake limits.
  • Nitrosamines are organic compounds containing a nitroso group attached to an amine nitrogen and are classified as potent, probable human carcinogens.
  • They are formed when secondary or tertiary amines react with nitrosating agents (like nitrites, nitrates, or nitrous acid) under acidic, high-temperature, or oxidative conditions.
  • Major Sources: Pharmaceutical products, drinking water (from chloramination), tobacco smoke, and nitrite-preserved or fermented foods (bacon, sausages, etc.).
  • Impacts: Liver enzymes (Cytochrome P450) activate nitrosamines into reactive compounds that form ‘DNA adducts’, causing mutations and increasing cancer risk; also causes liver and kidney damage.
