  •  Over 4 Crore beneficiaries have been provided maternity benefits under the Pradhan Mantri Matru Vandana Yojana (PMMVY) as of July 2025.

About PM Matru Vandana Yojana

  • Pradhan Mantri Matru Vandana Yojana (PMMVY) is a maternity benefit programme launched in 2017 as a centrally sponsored scheme.
  • It forms a key component of the Government of India’s ‘Mission Shakti‘ for women’s empowerment.
  • Nodal Ministry: Ministry of Women and Child Development.
  • Target Beneficiaries:
    1. Pregnant women between 18 years 7 months to 55 years.
    2. First child (for PMMVY); Second child only if it is a girl (under PMMVY 2.0)
  • Monitoring: Monitored at the national, state, district, block/project, and village levels using the newly developed PMMVY Software (PMMVYSoft).
  • The scheme is aligned to SDG 3 (Good Health and Well-being) and SDG 5 (Gender Equality).

Features of PMMVY & PMMVY 2.0

Objective ₹5,000 cash incentive for first living child to offset wage loss and improve maternal health-seeking behaviours. In addition to previous objectives, promote girl child welfare by extending incentives to the second child if a girl.
Eligible Children First Child only First Child; Second Child if a girl.
Benefit Amount & Installments ₹5,000 paid in three installments:
  1. ₹1,000 → on early registration.
  2. ₹2,000 → after 1st antenatal checkup.
  3. ₹2,000 → after birth & first immunisation
First child: ₹5,000 → 2 installments
  • 1st instalment: ₹3,000 on pregnancy registration & atleast one Ante-Natal Check within 6 months from Last Menstrual Period date.

  • 2nd instalment: ₹2,000 after childbirth is registered & vaccinated till 14 weeks age of 14 weeks

Second girl-child: ₹6,000 in a single payout

Inclusion of JSY Benefit Janani Suraksha Yojana (JSY) amount counted towards total–bringing average benefit to ₹6,000. Same integration applies
DBT Mode Direct Benefit Transfer to bank/post office account. Continued via PMMVYsoft MIS and DBT (Aadhar Payment Bridge System).

Objectives of the Scheme

  • Provide cash incentive to offset wage loss, ensuring rest before and after the first delivery.
  • Improve health-seeking behaviour of pregnant & lactating women.
  • Promote positive attitude towards the girl child via an incentive for the second girl child.

Mission Shakti

  • ‘Mission Shakti’ was launched during the 15th Finance Commission period, 2021-22 to 2025-26.
  • It is an integrated women empowerment programme launched as an umbrella scheme for the safety, security and empowerment of women for implementation.

Components

Sambal

  • It is for the Safety and Security of Women.
  • It consists of schemes of One Stop Centre (OSC), Women Helpline (WHL), and Beti Bachao Beti Padhao (BBBP), with a new component of Nari Adalats—women’s collectives to promote and facilitate alternative dispute resolution and gender justice in society and within families.

Samarthya

  • It is for the Empowerment of Women.
  • It consists of the erstwhile schemes of Ujjwala, Swadhar Greh, and Working Women Hostel, which have been included with modifications.
  • In addition, the existing National Creche Scheme for children of working mothers and PMMVY under the umbrella of ICDS have now been included in Samarthya.
  • A new component of Gap Funding for Economic Empowerment has also been added to the Samarthya Scheme.
