State of Corruption in India

  • Global Ranking: India ranked 91st out of 182 countries in Transparency International’s 2025 Corruption Perceptions Index, with a score of 39, compared with a global average of 42.
  • Bribery Rate: Global Corruption Barometer Asia found that 39% of public-service users in India paid a bribe, while 46% of citizens used personal connections to bypass official procedures.
  • Enforcement Volume: State Anti-Corruption Bureaux recorded 4,053 cases of corruption in 2024, a 0.4% decline from the previous year.
  • Regional Concentration: Maharashtra leads the list of corruption cases with 721 in 2024, followed by Tamil Nadu. Nagaland, Meghalaya and Tripura reported zero cases.
  • Fiscal Drain: Structural corruption costs India an estimated 0.5% of GDP directly, with total losses of 1% to 1.5% annually due to indirect suppression of growth.

Factors for High Corruption in India

  • Prevention of Money Laundering Act, 2002: Authorises enforcement agencies to trace, provisionally attach, and confiscate properties and financial assets derived from corruption offences.
  • Benami Transactions (Prohibition) Amendment Act, 2016: Prohibits holding property through proxies, authorises the confiscation of such assets, and imposes up to seven years’ rigorous imprisonment.
  • Right to Information Act, 2005: Grants citizens a statutory right to demand administrative records that expose illicit public spending and opaque government decisions.

  • Context (PIB): Over 3.75 lakh students and researchers have benefited under Innovation in Science Pursuit for Inspired Research (INSPIRE) Programme in the last five years.
  • Objective: Communicate to youth the excitement of pursuing science and build required critical human resource pool for strengthening and expanding Science & Technology system and R&D base.
  • Goal: Attract Young Talent to opt research as a career. It does not believe in conducting competitive exams for identification of talent and relies on efficacy of existing educational structure.

Four Major Components

  1. INSPIRE MANAK: Promotes scientific creativity among students of Classes VI to XII.
  2. INSPIRE Scholarship for Higher Education (SHE): Awards 12,000 scholarships every year, each valued at 80,000, to meritorious students pursuing UG and PG studies in natural and basic sciences.
  3. INSPIRE Fellowship: Provides financial support for doctoral research for up to five years.

  • Context (TH): Recently, group of Nobel laureates, AI scientists, religious leaders, and other luminaries signed the ‘Rome Declaration for an Unarmed and Disarming Peace’.
  • Declaration calls for an international treaty to ban autonomous systems from accessing nuclear launches.
  • Inspired by Pope Leo XIV’s encyclical Magnifica Humanitas, first encyclical that develops Church’s social teaching in light of artificial intelligence.
  • Significance: Recognises that AI in strategic command risks replacing human judgment with AI models suffering from hallucinations and bias in the present times of crumbling security architecture.

Key Ethical and Operational Principles of the Declaration

  • Mandatory meaningful human control: Absolutely prohibiting any automated, algorithmic or AI-driven system from making the final decision regarding the use or deployment of nuclear weapons.
  • The ‘digital commons’ model: Based on the fact that those who do not have access or control over technologies such as AI are likely to be affected more by its unintended consequences.
  • Responsible development: Explicitly forbidding the AI developers for the pursuit of fully autonomous and self-improving systems that cannot be monitored, audited or abruptly halted by human operators.
  • Internal arsenal vulnerability audits: World’s nuclear states to conduct rigorous internal reviews to protect existing atomic command-and-control systems from AI-driven cyber-tampering.

  • Context (DTE): Global leaders adopted a new United Nations (UN) General Assembly Progress Declaration on Road Safety.
  • The new UN declaration includes a comprehensive set of commitments by UN Member States to implement national road safety strategies with clear targets, timelines and budgets.

Key Highlights of the Declaration

  • Target: Meet the Sustainable Development Goal (SDG) target of a 50% reduction in road deaths and serious injuries by 2030 compared with the levels in 2021.
  • Commitments: Establishing lead road safety agencies, improving data collection and analysis, stronger legislation, and ensuring that roads, infrastructure and vehicles meet key safety standards.
  • Approach: Commits countries to implement the proven safe system approach, recognizing that people always make mistakes on road.
  • Collaborative Approach: Urges private sector to prioritize road safety throughout their supply chain and highlights the roles of civil society, academia, youth, philanthropic organizations, etc.

  • Massive Financial Impact: Online scam operations caused estimated global losses of US$88.3–114.1 billion in 2025, making cyber-enabled fraud one of the fastest-growing forms of organized crime.
  • Expansion of Drug and Human Trafficking: Criminal groups are increasingly involved in drug trafficking, human trafficking, wildlife trafficking, and money laundering, with the Sulu–Celebes maritime corridor emerging as a key route for cocaine and other illicit goods.
  • The Sulu-Celebes maritime corridor is a highly strategic, 1-million-square-kilometer tri-boundary area shared by Indonesia, Malaysia, and the Philippines.

{Prelims – Agri} GHG Emissions from Rice Fields

  • Context (TH): A study revealed that India’s irrigated paddy fields release around 3.9 million tonnes of methane annually, making them a major global emission hotspot.
  • The study assessed the climate footprint of global rice systems by tracking methane, nitrous oxide, and soil carbon changes from 1961 to 2020.

Key Findings

  • GHG emissions from rice paddies have doubled over 60 years and now total 1.1 billion tonnes of CO₂-equivalent annually.
  • Geographic Hotspots: Asia leads emissions due to heavy straw incorporation, and Africa became a hotspot after a seven-fold expansion in rice acreage.
    • In India, the irrigated Indo-Gangetic Plain and coastal states like Odisha and eastern India have high emission densities.

{Prelims – Envi} Aerosol Diversity & Climate Change

  • Context (PIB): A recent study by Indian institutes (IIA and ARIES) analysed three decades of global AERONET data and linked aerosol composition to regional atmospheric heating and cooling.
  • The study classified aerosols into 7 types based on particle shape and light absorption: pure dust (PD), dust-dominated mixtures (DDM), pollution-dominated mixtures (PDM), very weakly absorbing (VWA), weakly absorbing (WA), moderately absorbing (MA), and strongly absorbing (SA).
  • Global Distribution: PD dominates northern Africa; SA aerosols prevail in biomass-burning tropics, while less-absorbing types characterise North America and Europe.
  • How Aerosol Diversity Affects Climate: Strongly absorbing aerosols, including black carbon, heat the atmosphere, while very weakly absorbing aerosols reflect sunlight and cool the surface.
    • South Asia experiences the highest atmospheric heating due to aerosols of natural dust and urban pollution, leading to the greatest local Aerosol Radiative Forcing (ARF) and atmospheric heating.
  • Significance: The seven-category optical framework enhances climate modelling, allowing precise regional heating predictions and better air pollution control.

{Prelims – Envi} Invasive Species from Stranded Ships in Persian Gulf

  • Context (DTE): Over 1,500 commercial vessels stranded since the closure of the Strait of Hormuz are poised to trigger a simultaneous global marine “super-spreader” invasion once trade routes reopen.
  • Mechanism: Prolonged stationary periods render hydrodynamic antifouling coatings ineffective, allowing dense colonies of barnacles, mussels, and macro-algae to grow rapidly on hulls.
  • Damage: Fouled hulls carry parasites that infect native hosts, spread epidemic pathogens through fisheries, and generate drag that increases fuel consumption.

About Invasive Species

  • An invasive species is a non-native organism introduced intentionally or accidentally into an ecosystem, which spreads rapidly and causes harm to ecosystems, economies, or human health.
  • A species must satisfy three criteria to be classified as invasive: (1) non-native origin, (2) uncontrolled proliferation, and (3) measurable harm.
  • Plant Quarantine (Regulation of Import into India) Order, 2003 regulates plant imports and mandates Pest Risk Analysis and phytosanitary checks for alien pests.

{Prelims – Envi} Sal Heartwood Borer *

  • Context (DTE): Madhya Pradesh Forest Department has sought permission to fell ~1.5 lakh sal trees in Dindori district following an epidemic-level infestation of Sal Heartwood Borer.
  • Section 2 of the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980, requires prior approval from the Central Government for de-reservation, non-forest diversion, lease assignment, and clear felling.
  • Sal Heartwood Borer is a dark-brown longhorn beetle and the most destructive insect pest of sal trees in South Asia. It targets mature trees with a girth greater than 20 cm.
    • Damage: Larvae bore deep tunnels into the heartwood, cutting off the nutrient flow. Infested trees show crown browning and sawdust-like frass heaped at the base.
  • Outbreaks peak in ~30-year epidemic cycles.Selected compromised trees are felled after bruising the bark to release a sap aroma that lures beetles.

Sal Tree (Shorea robusta)

  • Sal is a large, moderate to slow-growing hardwood native to the Indian subcontinent that grows in gregarious stands. It sheds most of its leaves during the dry spring and refoliates in early summer (Apr to May).
  • When wounded, the trunk exudes an aromatic resin known locally as ral or dammar, which hardens on exposure to air.
  • Conditions: Well-drained, sandy-loam soil and moderate to high rainfall.
  • Distribution: Tropical moist and dry deciduous forests of the Sub-Himalayan belt and the Central Indian plateau (Madhya Pradesh, Chhattisgarh, Odisha, Jharkhand, and West Bengal).
  • Timber: Heavy, coarse-grained, and durable wood resists termites because of high resin content.
  • Primary Uses: Timber for construction, railway sleepers, shipbuilding, and bridge piles; aromatic resin for local medicine, incense (dhup), and boat caulking. Oil-rich seeds are extracted for cooking, cosmetics manufacturing, and as a cocoa-butter substitute in chocolate.
  • Status: Sal is the state tree of Chhattisgarh and Jharkhand. Its leaves, seeds, and resin are classified as Minor Forest Produce under the Forest Rights Act, 2006.

{Prelims – Polity} NITI Aayog CEO Appointed

  • Context (HT): Anurag Jain has been appointed as the new Chief Executive Officer (CEO) of NITI Aayog for an initial two-year tenure, succeeding B.V.R. Subrahmanyam.
  • He is a 1989-batch IAS officer from the Madhya Pradesh cadre. Regarded as an implementation-focused bureaucrat, he previously served as Secretary in DPIIT, where he led the PM Gati Shakti and PLI schemes. He also helped design and launch the PMJDY, the world’s largest financial inclusion program.
  • Appointment Process: Appointed for a specified tenure, following approval by the Appointments Committee of the Cabinet (ACC), chaired by the Prime Minister.

  • S&T – Samudra Pradakshina (DDN): India’s first tri-service all-women sailing expedition to circumnavigate the globe, undertaken aboard the indigenous yacht IASV Triveni.
    • The expedition covered ~25,500 nautical miles over 314 days. It crossed the equator twice, traversed all lines of longitude, and rounded the Three Great Capes: Cape Leeuwin (Australia), Cape Horn (South America), and Cape of Good Hope (Africa).
  • S&T – Gravity-1 (YinLi-1) Rocket (TOI): World’s most powerful commercial all-solid propellant expendable medium-lift launch vehicle, developed by Chinese private aerospace company Orienspace. It deploys satellite constellations by launching directly from mobile ocean vessels.
    • Payload Capacity: Up to 6.5 tonnes into Low Earth Orbit (LEO) and 4.2 tonnes into a 500 km Sun-Synchronous Orbit (SSO).
