{GS1 – A&C} India’s Heritage Success **

  • Context (PIB): India’s cultural heritage gained another global recognition with inscription of Sarnath on UNESCO World Heritage List at 48th Session of World Heritage Committee in Busan, South Korea.

About United Nations Educational, Scientific and Cultural Organization (UNESCO)

  • It promotes identification, protection and preservation of cultural and natural heritage that holds exceptional value for humanity. Headquarters: Paris, France.
  • Members: 194 Members and 12 Associate Members.
  • Inscription Criteria: Sites must be on the Tentative List, possess Outstanding Universal Value, and meet at least 1 of the 10 criteria in Operational Guidelines of the World Heritage Convention (1972).
    • UNESCO’s World Heritage List carries 1,273 properties across 173 countries, comprising 991 cultural, 240 natural and 42 mixed sites. (July 2026).
    • Italy (62) has maximum sites under World Heritage List as of July 2026 followed by China (61).
  • Governing Bodies: General Conference, Secretariat and the Executive Board.
  • World Heritage Convention: Also known as Convention concerning Protection of World Cultural and Natural Heritage, was adopted by UNESCO in 1972.
    • 196 States Parties have ratified it making it one of most celebrated and acknowledged conventions by any United Nations Agency.
  • Role of International Council on Monuments and Sites (ICOMOS): It provides World Heritage Committee with evaluations of cultural and mixed properties proposed for inscription.
    • It is an International, non-governmental organization founded in 1965, with international secretariat in Paris.
    • ICOMOS is one of the main participants in World Heritage Information Network (WHIN).

India and UNESCO

  • Sites in India: With Sarnath’s Inscription, India is home to 45 UNESCO World Heritage properties, comprising 37 cultural, 7 natural and 1 mixed site.
  • First Inscription: Agra Fort, Taj Mahal, Ellora Caves and Ajanta Caves, all inscribed in 1983.
  • Global Position: India stands 6th globally and second in Asia Pacific region with 45 sites.
  • India in Tentative List: It now stands at 69 properties.

Key Government Initiatives Enabling India’s Heritage Success

  • Role of Ministry of Culture: It implements India’s commitments under UNESCO’s cultural conventions and coordinates nominations for World Heritage Sites and Intangible Cultural Heritage elements.
  • Archaeological Survey of India: India’s nodal agency for World Heritage matters and undertakes conservation of 3688 centrally protected monuments, including 28 World Heritage properties.
    • Its work also includes enforcement of two legislations, namely, Ancient Monuments and Archaeological Sites and Remains Act, 1958 and the Antiquities and Art Treasures Act, 1972.
  • Retrieval of Antiquities: India has repatriated 669 antiquities so far. Key returns include the Chola-period Shiva Nataraja, Saint Sundarar with Paravai, and Somaskanda.
  • Adopt a Heritage: Launched in September 2017 and revamped in September 2023, programme creates a framework for collaboration with private companies, public sector units, NGOs, trusts, and societies.
    • The programme demonstrated visible outcomes in terms of enhanced public engagement reflected in strong visitor participation recording a total footfall of 13.59 million visitors during FY 2024–25.
  • Gyan Bharatam Mission: Launched in 2025, it is the government’s flagship initiative aimed at preserving, digitizing, and disseminating India’s vast manuscript heritage.
  • National Manuscript Survey: Launched in March 2026 for identifying, documenting and creating a comprehensive national database of manuscripts.
    • During the survey, more than 1.19 crore manuscripts have been reported.
  • National Archives of India: It digitizes archival records through Abhilekh Patal. As of February 2026, the portal hosted 18.23 crore pages, 0.73 crore reference media and 0.38 crore digitised records.
  • National Mission on Monuments and Antiquities: Implemented under ASI to document and create an inventory of all monuments and antiquities in the country.
    • As of March 2026, NMMA has documented 1.84 lakh monuments, including built heritage and sites.

{GS3 – Envi} Hindu Kush Himalaya (HKH) *

  • Context (DTE | IE): The Nepal flood highlights the need for regional cooperation to manage climate risks and improve resilience across the Hindu Kush Himalaya (HKH).
  • The HKH region is an ecologically fragile mountain system spanning 3,500 km across eight countries: Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan.
  • Known as the “Third Pole,” the region contains the largest volume of frozen water on Earth outside the Arctic and Antarctic polar ice caps.

Significance of the HKH Region

  • Water Security: Forms the headwaters of ten river systems, including the Indus, Ganges, Brahmaputra, Mekong, Yangtze, and Yellow, providing freshwater to nearly 2 billion people downstream.
  • Biodiversity Repository: Encompasses parts of four global biodiversity hotspots, featuring alpine meadows, high-altitude wetlands, and endemic wildlife.
  • Monsoon Regulation: Massive ice sheets reflect solar radiation through the albedo effect and influence the dynamics of the South Asian monsoon system.
  • Livelihood Support: The mountain ecosystem supports 240 million residents and boosts regional economies via hydroelectricity and ecotourism.

Key Vulnerabilities and Threats

  • Warming: The region warms nearly 3 times faster than the global average, accelerating glacier retreat.
  • Monsoon Paradox: Seasonal rainfall is declining or becoming erratic, while short-duration events (cloudbursts) are increasing flash floods and infrastructure failures.
  • Cascading Disasters: Glacier retreat expands proglacial lakes, raising risks of GLOFs and landslides while threatening water supply and hydropower projects.
  • Ecosystem Loss: Rapidly shrinking cryosphere forces vegetation lines higher, causing fodder shortages and pushing endemic flora and fauna toward extinction.

Key Initiatives for Protection of HKH Region

  • WMO South Asia Hydromet Forum: Unites regional meteorological and hydrological agencies to foster cross-border collaboration.
  • South Asia Flash Flood Guidance System: Provides real-time forecasting and guidance for flash floods to establish a baseline for transboundary early warning initiatives.
  • International Centre for Integrated Mountain Development (ICIMOD): Publishes scientific assessments to map cryospheric changes and serve as the primary knowledge hub for the 8 member nations.
  • National Mission for Sustaining the Himalayan Ecosystem (NMSHE): Core component of India’s National Action Plan on Climate Change to continually assess the ecological vulnerability of the Indian Himalayan region.
  • SECURE Himalaya Project: Government of India and the UNDP collaborate on this initiative to conserve high-altitude biodiversity and secure sustainable local livelihoods.

Way Forward

  • Data Sharing: Scale up integrated real-time transboundary data-sharing framework across all eight HKH countries for hydrological and meteorological early warnings.
  • Integrated Forecasting: Shift disaster planning from single-event alerts to multi-hazard modeling that predicts simultaneous cloudbursts, glacial runoffs, and slope failures.
  • Wetlands Restoration: Invest in nature-based adaptation by rehabilitating degraded high-altitude wetlands and stabilizing slopes with indigenous flora.
  • Targeted Climate Finance: Mobilize dedicated international loss-and-damage funds for long-term climate adaptation in vulnerable mountain communities.

{Prelims – Envi} World Water Week 2026

  • Context (PIB): Ministry of Rural Development participated in World Water Week 2026 being held in Stockholm, Sweden under the theme of “Water for People and Progress”.
  • Key element of India’s approach presented at the forum was National Initiative on Water Security (NIWS), that prioritizes expenditure on water-related works based on groundwater conditions across blocks.
  • World Water Week is organized annually by Stockholm International Water Institute (SIWI), representing a leading global platfo{Prelims – Initiatives} Dak MITRA and Dak Sewa
  • Context (PIB): Department of Posts (DoP) rolled out the upgraded Dak Sewa and Dak MITRA applications, along with inauguration of 14 renovated Post Office buildings.

Dak MITRA and Dak Sewa App

  • Dak MITRA (Mobile Interface for Transactions & Rural Assistance) App: It empowers postal workforce with digital tools for doorstep service delivery.
    • Developed indigenously by Centre for Excellence in Postal Technology (CEPT) under Advanced Postal Technology (APT) platform as part of DoP IT 2.0 Modernization.
    • Key Features: Unified operational platform for more than 1.4 lakh Branch Post Offices, deployed on Android-based handheld devices, for undertaking paperless and real-time postal transactions.
  • Dak Sewa App: It brings multiple postal services together through a single, accessible platform available in 23 Indian languages through BHASHINI.
    • Key Features: Provides citizens with 24×7 access to postal services, including tracking, booking, complaints, Post Office and PIN code locators, and financial calculators.

Modernisation of Post Offices

  • Department of Posts, in collaboration with School of Planning and Architecture (SPA), New Delhi, is modernising Post Office facilities through a Design Manual.
    • As part of Proof of Concept, 40 Post Offices across 17 States were identified for transformation.
  • Guided by Four core principles: Public service, citizen-centric service delivery, future readiness through technology and innovation, and standardisation with flexibility for local adaptation.
  • Adopts five-zone spatial framework: Urban Interface Zone, Open Access Forecourt, Open Access Services, Service and Transaction Zone, and Staff Zones.

{Prelims – PIN World} Afghanistan

  • Context (UN): United Nations warned that around one million children in Afghanistan are suffering from life-threatening malnutrition in a worsening crisis sweeping the country.
  • Afghanistan, multiethnic landlocked country is located in the heart of south-central Asia. Capital: Kabul.
  • Bordering Countries: Pakistan including PoK (East and South), Iran (West), Central Asian states of Turkmenistan, Uzbekistan, and Tajikistan (North); China (Extreme Northeast).
  • Mountain Ranges: Hindu Kush, Pamir Mountains in the northeast and Safed Koh range in the south.
  • Major Rivers: Amu Darya, Helmand, Kābul, and Harīrūd. Highest Peak:  Mt. Nowshak.

{Prelims – S&T} First Indigenous MPV Samarthak

  • Context (PIB): Larsen & Toubro (L&T) successfully delivered Samarthak to the Indian Navy at its Kattupalli Shipyard near Chennai.
  • Samarthak is the first indigenously designed and built Multi-Purpose Vessel (MPV). It’s the first of 2 MPVs contracted between L&T and the Ministry of Defence; the second is called Utkarsh.
  • The vessel features over 75% indigenous content, supporting Make in India and Aatmanirbhar Bharat.
  • Propulsion: Powered by a dual-diesel-engine system, it reaches a maximum speed of 15 knots and an operational range of 4,500 nautical miles.
  • Capabilities: Maritime surveillance, indigenous weapon and sensor trials, UAV recovery, Anti-Submarine Warfare (ASW) exercises, and Humanitarian Assistance and Disaster Relief (HADR) operations.

{Prelims – S&T} Transfer of Missile Technology

  • Context (IE): Ministry of Defense approved the transfer of Technology (ToT) for all DRDO-developed conventional missile systems to the Indian defense industry.
  • DRDO transfers technical data and production rights under regulatory certification, remaining the technology provider while the private sector handles manufacturing.
  • Objective: Enhance operational capacity and reduce import reliance for Aatmanirbharta in defense.
  • Initial Rollout: Includes the beyond-visual-range ASTRA, the RUDRAM anti-radiation missile, the NAG anti-tank guided missile, and the short-range VSHORADS.
  • Exclusion: Prohibits the transfer of nuclear-capable platforms, reserving the Agni ballistic series and submarine-launched K-series for state-controlled production.

{Prelims – Social Sector} ADxFluor

  • Context (PIB): Indian scientists developed ADxFluor, a portable smartphone-based platform for cheaper, accessible early detection of Alzheimer’s disease (AD).
  • The system uses TZ-48, a tiny fluorescence-responsive molecule that detects amyloid-β (Aβ), a biomarker whose aggregation drives neurodegeneration in AD.
  • Mechanism: When TZ-48 interacts with Aβ, its fluorescence intensity changes, which the dedicated smartphone app then captures and quantifies.
  • Significance: It offers a portable, affordable alternative to PET scans, MRIs, and blood tests, supporting screening in aging populations at primary healthcare centers.
  • Alzheimer’s disease is a progressive, irreversible neurodegenerative disorder that destroys memory and thinking skills; it accounts for 60–70% of dementia worldwide.
