{GS1 – MIH} Royal Indian Navy Mutiny, 1946 **

  • Context (IE): As India marked its 80th Independence Day, the 1946 Royal Indian Navy (RIN) Mutiny has been revisited for its role in hastening British withdrawal from India.
  • Established in 1934, RIN expanded from fewer than 2,000 to nearly 30,000 personnel during World War II.
  • After the war, the British began large-scale demobilisation. This created frustration, uncertainty and a sense that wartime service had not been adequately recognised.
  • Rising nationalism, INA trials, and anti-British sentiment provided a favourable environment for the revolt.

RIN Mutiny

  • On 18 February 1946, ratings at HMIS Talwar, Bombay, went on strike. The revolt rapidly spread, involving nearly 20,000 personnel, 78 ships and 20 shore establishments.
  • A Naval Strike Committee formed, and protesters hoisted Congress and Muslim League flags together, signalling united political support.
  • Civilians in Bombay, including mill and railway workers and students, joined in solidarity, disrupting transport and commerce.
  • Sections of the Royal Indian Air Force and Indian Army also displayed signs of disaffection, making the situation particularly alarming for the colonial government.

Causes of the Mutiny

  • Racial Discrimination: Racist treatment by British officers and post-war continuation of discriminatory practices fuelled resentment.
  • Poor Service Conditions: Poor food, inadequate living conditions, and harsh treatment by British officers led to growing discontent.
  • Pay & Facilities Inequality: Sailors demanded parity in pay, allowances, and facilities with British personnel.
  • Immediate Trigger: At HMIS Talwar, Bombay, Commander Arthur King’s insult and failure to address sailors’ complaints triggered the 18 February 1946 strike.
  • Nationalist Influence: The revolt expanded beyond service grievances to demands for release of INA prisoners and withdrawal of British forces from Indonesia, giving it an anti-colonial character.

British Response and Suppression

  • British responded with force. Police firing during the disturbances resulted in significant civilian casualties.
  • The naval ratings ultimately surrendered, and the mutiny failed as an organised revolt. However, its political significance extended far beyond its immediate outcome.

Significance for India’s Independence

  • Crisis of Colonial Coercive Authority: The mutiny exposed the weakening loyalty of Indian personnel in the armed forces, the principal coercive instrument of British rule.
  • Demonstration of Popular Mobilisation: Participation of workers, students and civilians demonstrated that resentment against colonial rule could rapidly connect military discontent with mass political mobilisation.
  • Accelerated British Withdrawal: The mutiny contributed to British perceptions that maintaining colonial rule was becoming increasingly difficult. Along with the INA trials and wider nationalist mobilisation, it is regarded by several historians as one factor that hastened British withdrawal.

{GS1 – MIH – Personalities} Sri Aurobindo

  • Context (PIB): PM paid tribute to Sri Aurobindo on his 154th birth anniversary on August 15, 2026.

  • Sri Aurobindo (born Aurobindo Ghose, 1872–1950) was a philosopher, yogi, poet, and nationalist who pioneered Integral Yoga.
  • He was the 1st prominent Indian leader to publicly demand absolute independence (Purna Swaraj) from British colonial rule. He wrote New Lamps for Old in Indu Prakash, criticizing moderate Indian National Congress.
  • Following Partition of Bengal (1905), he left Baroda, moved to Calcutta, & became principal of Bengal National College. He was arrested in the Alipore Bomb Case (1908), defended by Chittaranjan Das, and acquitted after a year in prison.
  • In 1910, he left British India for the French enclave of Pondicherry (now Puducherry) to devote himself to spiritual work. With French spiritual seeker Mirra Alfassa (“The Mother”), Sri Aurobindo founded the Sri Aurobindo Ashram in 1926.
  • Integral Philosophy: Unlike traditional paths to Moksha, Aurobindo’s philosophy advocates a divine life on Earth through the evolution of human consciousness.
  • Literary Works: The Life Divine (philosophical prose), The Synthesis of Yoga, The Human Cycle, The Ideal of Human Unity, and Savitri (blank-verse epic).
  • Journals Edited: Bande Mataram (English daily), Karmayogin, and Dharma. He also guided and contributed to Jugantar, a Bengali weekly edited primarily by Bhupendranath Datta.

{GS3 – DM} Coastal Erosion in India **

  • Context (IE): A study by the National Center for Coastal Research found that 28.3% of Odisha’s 564-km coastline is eroding and 54.1% is accreting, with Jagatsinghpur the most affected.
  • Sea-level rise and wave attacks submerged 16 coastal villages, prompting Odisha to establish India’s first climate-resettlement colony in Bagapatia.
  • NCCR, an attached office of the Ministry of Earth Sciences (MoES), monitors long-term shoreline change across all states and UTs and prepares the Shoreline Change Atlas of India.

Status of Coastal Erosion in India

  • NCCR found that 33.6% of India’s coastline eroded between 1990 and 2018, while 26.9% accreted.
  • Regional Disparity: The eastern coast exhibits greater vulnerability, with 38% of its shoreline facing erosion compared to 30% of the western coastline.
  • Vulnerable States: West Bengal has the highest coastal erosion in India, with over 60% of its shoreline eroded, followed by Puducherry at 56.2%, and Kerala and Tamil Nadu at over 40%.

Key Drivers

Natural Causes

  1. Cyclonic Activity: Frequent severe tropical cyclones and storm surges along the northern Bay of Bengal accelerate shoreline retreat and dynamic sediment displacement.
  2. Sea-Level Rise: Thermal expansion of oceans shifts baseline water levels permanently upward to exacerbate high-tide wave attacks.
  3. Littoral Drift: Strong monsoonal waves strike soft deltaic sediments to detach sand and move it alongshore through longshore currents.

Anthropogenic Causes

  1. Hydrodynamic Modification: Installing coastal infrastructure like breakwaters, seawalls, and port jetties, such as at Paradip Port, disrupts littoral drift, causing severe down-drift erosion.
  2. Upstream Sediment Deficit: Large dams on rivers like Mahanadi, Krishna, and Godavari trap silt, preventing coastal deltas from rebuilding beaches naturally.
  3. Vegetation Buffer Loss: The clearance of coastal mangroves and destruction of sand dunes for aquaculture and tourism reduce natural wave-energy dissipation barriers.
  4. Sand Depletion: Unregulated coastal sand mining depletes natural sediment reservoirs faster than hydrodynamic accretion can replenish them.

Major Impacts

  • Community Displacement: The progressive ingress of seawater forces the abandonment of coastal habitations such as Podampeta village in Ganjam and Satabhaya in Kendrapara.
  • Aquifer Salinization: Seawater intrusion infiltrates coastal freshwater aquifers and farmlands, degrading potable water security and agricultural productivity.
  • Ecological Degradation: Shoreline loss degrades critical marine nesting grounds, including the mass-nesting beaches of Olive Ridley sea turtles in Gahirmatha.
  • Demographic Exposure: UNEP estimates that almost 40% of the global population lives within 100 km of a coast, putting them at direct risk from shoreline shifts.

{GS3 – Envi} Green India Mission *

  • Context (TH): CAG flagged shortcomings in the implementation of the Green India Mission (GIM).
  • GIM is one of the eight missions under the National Action Plan on Climate Change (NAPCC). Ministry of Environment, Forest and Climate Change (MoEFCC) launched it in 2014.
  • Objective: Transition from monoculture tree planting to a landscape-based approach that treats forests as living ecological systems.
  • Core Targets: Expansion of forest cover on 5 million hectares and improvement of ecological quality in degraded forests on another 5 million hectares.
  • Qualitative Outcomes: Beyond acreage, the mission mandates specific qualitative outcomes:
    • Enhancing annual carbon sequestration by 50 to 60 million metric tons by 2020.
    • Increasing incomes from forest-based livelihoods for about 3 million forest-dependent households.
    • Recharging groundwater, conserving biodiversity, and improving soil stabilization.
    • The original 2020 sequestration target is now incorporated into India’s 2030 NDC goal to create an additional carbon sink of 2.5 to 3 billion metric tons of CO₂ equivalent.
  • Instead of uniform plantations, it promotes context-specific interventions such as assisted natural regeneration in dense forests, native species reintroduction in scrublands, and mangrove restoration.
  • Implementation: JFMCs (Joint Forest Management Committees), VFCs (Village Forest Committees), and SHGs (Self-Help Groups) implement the mission under the Gram Sabha’s oversight.
  • Resource Pooling: GIM was designed to pool resources with MGNREGS and CAMPA (Compensatory Afforestation Fund) to maximize impact.
  • Revised Framework: 2021-2030 framework enforces KML (Keyhole Markup Language) geospatial tracking and integrates the Green Credit Programme to support private funding.

Key Gaps Identified by CAG Audit

  • Coverage Failure: A ~97% shortfall in expanding new forest cover and a ~91% shortfall in improving existing forest quality during the first decade.
  • Funding Gap: The mission received only about 47% of its allocated budget.
  • Execution Failure: GIS maps showed no noticeable greening at 70% of evaluated sites, and convergence with CAMPA and MGNREGS failed.
  • Root Causes: Insufficient funding, planning deficiencies, and weak monitoring.

{Prelims – Envi} Grasslands and Other Open Natural Ecosystems

  • Context (PIB): India launches First-Ever Guide to Grasslands and Other Open Natural Ecosystems at UNCCD COP17, in Ulaanbaatar, Mongolia.
  • Guide was launched under aegis of the Ministry of Environment, Forest and Climate Change (MoEFCC).

India’s Open Natural Ecosystems (ONEs)

  • It covers natural ecosystems like savanna grasslands, deserts, rocky outcrops and shrub lands.
  • Extent: Ranges from Himalayan and Terai grasslands to the Thar and Banni landscapes, Deccan savannas, rocky plateaus, ravines, scrublands, coastal ecosystems and desert landscapes.
    • Makes up more than 10% of India’s geographical area. Less than 5% of ONE falls under India’s protected area network.
  • Significance: Support diverse biodiversity, contribute to soil and water processes, store substantial carbon in soils, sustain livelihoods, help in achieving India’s Land Degradation Neutrality (LDN) targets.

United Nations Convention to Combat Desertification (UNCCD)

  • Established in 1994 as the only legally binding framework to address desertification & effects of drought.
  • Parties: 197 (196 country Parties and European Union).
  • Land Degradation Neutrality (LDN): Voluntary targets formulated in 2015 by UNCCD parties.
    • India’s LDN Target: Restoring 26 million hectares of degraded land by 2030.
  • Conference of the Parties (COP): Main decision-making body.
    • COP 17 of UNCCD is being held in Mongolia under the theme “Restoring Land. Restoring Hope”.
    • Taking place during the United Nations International Year of Rangelands and Pastoralists 2026 declared by the United Nations General Assembly.

  • Context (TH): A major oil spill off the coast of Iran has raised concerns over the Hara mangrove forests.
  • Location: Southern coast of Iran, mainly around Qeshm Island in the Strait of Hormuz, extending to Hormuz Island, Khamir Port, and the Bandar Pohl area.
  • Protection Status: Declared the Hara Protected Area in 1972, later recognised as a UNESCO biosphere reserve and an internationally important wetland.
  • Dominant Species: Avicennia marina (grey or white mangrove), locally called “hara,” growing 3-8 metres tall.

{Prelims – Governance} Central Bank Digital Currency (CBDC)-based DBT

  • Objective: Convert bank-account welfare transfers into purpose-bound Digital Rupee (e) tokens for the food subsidy. Instead of crediting a bank account, the government deposits the food subsidy directly into the beneficiary’s Digital Rupee wallet.
  • Spend Control: The e₹ tokens carry purpose-bound programming natively linked to the digital currency to restrict spending to eligible foodgrain purchases.
  • Two-Tier Access: Smartphone users scan unified QR codes at empanelled merchants, while feature-phone users confirm via OTP-based authentication.

Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)

  • PMGKAY is a central-sector food security scheme launched in 2020 to counter the COVID-19 economic shock. Its free foodgrain provision was extended for 5 years, from January 2024 to December 2028.
  • Benefit: While it initially provided free grains alongside the subsidized ration under the National Food Security Act (NFSA), from January 2023 onward, PMGKAY subsumed the regular NFSA entitlement, making the entire allocation free.
  • Categories: PMGKAY divides beneficiaries into two groups:
    1. Priority Households (PHH): 5 kg per person each month.
    2. Antyodaya Anna Yojana (AAY): 35 kg per family each month, targeting the poorest of the poor.
  • Administration: Ministry of Finance serves as the nodal administrator, while the Department of Food and Public Distribution (DFPD) manages on-the-ground execution.
  • It serves nearly 81.35 crore citizens (~57% of India’s population); is world’s largest food security program.

{Prelims – IE} Sovereign Green Bonds *

  • Context (TH): India’s sovereign green bonds (SGrBs) are gaining strong investor demand, reflected in a persistent “greenium”.
  • SGrBs are government-backed debt instruments issued to raise capital for eco-friendly public sector projects climate-related projects. Announced in the Union Budget 2022-23.
  • In India, proceeds from sovereign green bonds can support projects related to areas such as renewable energy, clean transportation, energy efficiency, climate adaptation, Biodiversity conservation and sustainable water and waste management etc.

Greenium

  • Greenium (Green+Premium): It refers to the situation where investors are willing to accept a lower yield on a green bond than on an otherwise comparable conventional bond.
  • Example: If a conventional government bond offers 7.00% and a comparable green bond offers 6.96%, the 4-basis-point difference represents a greenium.

  • Eligible imports of areca nuts made under SAFTA agreement are fully exempt from customs duty.

About SAFTA

  • It is a regional trade agreement among SAARC countries aimed at promoting trade by reducing and eliminating customs duties on goods traded within the region.
  • Signed in 2004, it came into force on 1 Jan 2006, replacing the earlier SAPTA (SAARC Preferential Trading Arrangement).
  • Objective: Promote regional economic cooperation and increase intra-regional trade.
  • Secretariat: SAARC Secretariat, Kathmandu, Nepal.
  • Members: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.
  • Provides preferential tariff treatment to eligible goods that satisfy the prescribed Rules of Origin.

Areca Nut

  • Also called betel nut, it is the seed of a palm belonging to the areca genus (Areca catechu). It is originally native to the tropical southeast Asia including Philippines.
  • India is the world’s largest producer of areca nuts, generating about 63% of global output.
  • Production centres heavily in southern and northeastern states. Karnataka ranks 1st in production, followed by Kerala, Assam, Meghalaya, and Mizoram.

  • Context (BBC): A powerful magnitude 7.7 earthquake struck off the coast of Flores Island, Indonesia.
  • Flores island is, one of the Lesser Sunda Islands in Nusa Tenggara Timur (East Nusa Tenggara) province of Indonesia. Located between Sumbawa Island to the west and Timor Island to the east and bordered by the Flores Sea to the north and the Savu Sea to the south.
  • Part of Pacific Ring of Fire & has several active volcanoes. Mount Lewotobi is located in southeastern Flores.
  • Flores Sea: It is a portion of the western South Pacific Ocean, bounded on the north by the island of Celebes (Sulawesi) and on the south by the Lesser Sunda Islands of Flores and Sumbawa
  • Savu Sea: It is a portion of the Pacific Ocean, bounded by Flores and the Alor archipelago (north), Sumba (west), Timor and Rote (east), and Savu and Raijua (south).

{Prelims – Polity} Bar Council of India (BCI)

  • Context (TH): After barring NALSAR University’s 2026 batch from enrollment for protesting CJI Surya Kant and then reversing the decision within hours, the BCI faces questions about regulatory overreach.
  • Bar Council of India (BCI) is a statutory body under Section 4 of the Advocates Act, 1961, regulating legal education and professional standards for advocates.
  • The All-India Bar Committee (1953), led by Justice S.R. Das, recommended the creation of the BCI.
  • Statutory Duties: BCI safeguard advocates’ professional rights and promote reform in Indian law.
  • Composition: Each State Bar Council elects one member from among its members to the BCI for the duration of their term in the SBC. Attorney General of India and the Solicitor General of India are ex officio members. Ministry of Law and Justice has no direct representative or bureaucrat on the Council.
  • Leadership: The Council elects its own Chairman and Vice-Chairman for a 2-year term. Rule 15 of the BCI Rules grants the Chairman general oversight of the Council’s affairs, subject to the Council’s resolutions.
  • Enrolment Powers: State Bar Councils handle direct advocate enrollment, while the BCI has only revisionary powers or intervenes in cases of refusal. The Supreme Court prohibited the BCI from using its rule-making powers to create new enrollment disqualifications outside the Advocates Act.
  • Direction Power: Section 48B authorizes the BCI, under its general supervision and control, to issue binding directions to State Bar Councils, which must comply.
  • Key Functions:
    • Lays down binding codes of conduct, etiquette, and ethics for practicing advocates.
    • Recognizes universities whose law degrees (LL.B.) qualify graduates for enrolment.
    • Conducts the All-India Bar Examination (AIBE) to issue the mandatory Certificate of Practice.
    • Exercises appellate power over the disciplinary committees of State Bar Councils.
    • Manages welfare funds for disabled or indigent advocates and organizes legal aid for the poor.
    • Lays down the restrictions on practice for Senior Advocates (e.g., Senior Advocate cannot file a vakalatnama, cannot draft pleadings, and must appear alongside an instructing advocate).
  • Since March 2023, BCI has allowed foreign lawyers and firms to practice foreign and international law in India on a reciprocal basis, but not before Indian courts.

{Prelims – S&T} Rotating Detonation Engine (RDE)

  • Context (TH): India-based defense start-up D-Propulse demonstrated a rotating detonation engine at a DRDO facility in Hyderabad.
  • A rotating detonation engine (RDE) burns fuel by sustaining a continuous supersonic detonation wave around a ring-shaped combustion chamber.
  • The combustion chamber features an annulus formed by two concentric cylinders, with a narrow ring-shaped gap into which fuel and an oxidizer are continuously injected.
  • Mechanism:
    1. Combustion: Inside the annulus, detonation replaces ordinary deflagration, led by a supersonic shock wave that compresses and ignites the mixture.
    2. Pressure Gain: Near-instantaneous combustion traps heat at constant volume, causing a sharp pressure spike rather than expansion.
    3. Continuous Cycle: A detonation wave then races continuously around the annulus, consuming fresh fuel-air mixture and expelling high-pressure exhaust through the nozzle.
  • Efficiency: Detonation enables ~10–25% higher thermodynamic efficiency than conventional combustion by achieving pressure gain during combustion.
  • Advantages: Higher efficiency can reduce fuel requirements and increase payload capacity in aerospace applications.
  • Challenges: Requires precise fuel injection and durable chamber materials capable of withstanding >2,000°C temperatures and extreme pressure oscillations.
  • Detonation is a supersonic combustion mode driven by a shock wave, unlike ordinary deflagration, which burns subsonically through a spreading flame.
