About Maoist Insurgency in India

  • Definition: Left-Wing Extremism (LWE), commonly known as Maoism or Naxalism, refers to an armed insurgency aimed at overthrowing the democratic state through violent revolution.
  • Origin & Spread: Originated in NaxalbariWest Bengal (1967), now spans 9 states, forming the “Red Corridor.

Reasons for the Decline of Maoism in India

  • Area Reduction: Affected districts declined from 223 (2009–10) to around 11 in 2025, sharply restricting Maoist mobility, safe havens, and expansion capacity.
  • Leader Losses: More than 15 central committee members were killed, and several senior leaders surrendered, weakening strategic planning and organisational control.
  • Cadre Surrenders: Over 1,400 surrenders in Chhattisgarh alone in 2025 indicate falling morale, fear of sustained operations, and loss of faith in armed struggle.
  • Smart Policing: Intelligence-driven operations, better surveillance, and specialised forces led to targeted eliminations of key commanders and disruption of supply networks.
  • Joint Strategy: Strong Centre–State coordination enabled continuous, multi-state operations, preventing regrouping and cross-border escape routes.

Tribal Concerns & Development Balance

  • Sensitive Approach: The government must remain sensitive to the concerns and aspirations of tribal communities in cleared Maoist areas.
  • Corporate Regulation: Corporate expansion into newly secured areas must be carefully monitored to prevent exploitation.
  • Environmental Protection: As emphasised by the Supreme Court, the right to a healthy environment should not be sacrificed for economic benefits.

Government Measures Against Left Wing Extremism (LWE)

  1. Integrated Strategy: The government uses security measures, development initiatives, and tribal trust-building to tackle both violence and its root causes.
  2. Security Operations: Large-scale operations such as the Green Hunt weakened Maoist strongholds and reduced their armed activities.
  3. Special Forces: Units like CoBRA and Greyhounds conduct jungle warfare and intelligence-based operations against Maoists.
  4. SAMADHAN Policy: A focused plan combining leadership, intelligence, technology, and financial control to defeat extremism.
  5. Rehabilitation Policy: Surrendered Maoists receive money, training, and support to help them return to normal life.
  6. Tribal Empowerment: Laws like PESA and the Forest Rights Act (FRA) give land and forest rights to tribals, reducing Maoist influence.

Way Forward for Complete Elimination of LWE

  • Sustained Vigilance: Continue intelligence-led operations and maintain 361 new security camps and 68 helipads to prevent regrouping before the March 2026 deadline.
  • Governance Deepening: Fully utilise ₹3,817 crore under the Special Central Assistance (SCA) scheme to ensure roads, healthcare, and welfare reach the last mile in the 11 remaining districts.
  • Tribal Partnership: Strictly implement the Forest Rights Act and PESA in Scheduled Areas to ensure Gram Sabha consent before mining or industrial expansion.
  • Economic Integration: Operationalise 46 functional ITIs and 49 Skill Development Centres in 48 LWE districts to provide sustainable employment alternatives for youth.
  • Financial Disruption: Strengthen the NIA’s anti-Naxal vertical, which has already investigated 108 cases and seized over ₹90 crore assets, to permanently choke funding channels.

From Red Corridor to Naxal-Free Bharat, India must convert security gains into inclusive governance, ensuring tribal justice, balanced development, and lasting peace across affected regions.
