{GS1 – MIH} Shaheed Udham Singh

  • Context (DDN): Prime Minister Narendra Modi paid tribute to Shaheed Udham Singh on his martyrdom day, calling his life a symbol of courage and sacrifice that will inspire generations.
  • Shaheed Udham Singh (1899-1940) was an Indian revolutionary who avenged the 1919 Jallianwala Bagh massacre by assassinating Michael O’Dwyer, former Lieutenant Governor of Punjab.
  • Early Life: Born Sher Singh in Sunam, Punjab, he was raised at the Central Khalsa Orphanage in Amritsar, where he was renamed Udham Singh. Traumatised by the 1919 Jallianwala Bagh massacre, he dedicated his life to a struggle against colonial rule.
  • Revolutionary Ties: He joined the Ghadar Party to mobilise overseas Indians. Influenced by Bhagat Singh, he returned to India in 1927 to work with the Hindustan Socialist Republican Association (HSRA).
  • Assassination: Singh shot and killed Michael O’Dwyer at Caxton Hall, London, in March 1940, as a punishment for his support of the 1919 Amritsar massacre.
  • Secular Identity: In custody, he adopted the name “Ram Mohammad Singh Azad,” blending India’s major religions with Azad (Freedom) to symbolise anti-colonial unity.
  • Martyrdom: After a 42-day hunger strike in Brixton Prison, he was hanged at Pentonville Prison on 31 July 1940. His remains were repatriated to India in 1974.

{GS2 – Polity} Cauvery Dispute and the Mekedatu Dam *

  • Context (IE): The Union government recently said the 2018 Supreme Court verdict doesn’t explicitly require downstream consent for new structures, reigniting the Cauvery River dispute.
  • The century-old dispute concerns water sharing mainly between Karnataka (upper riparian) and Tamil Nadu (lower riparian), with Kerala and Puducherry also allocated shares.

Origin and Evolution of the Dispute

  • The conflict traces back to two agreements signed in 1892 and 1924 between the Madras Presidency and the Princely State of Mysore. Karnataka rejected the 1924 agreement after its expiry in 1974, arguing that it favoured Tamil Nadu and restricted dam construction.
  • In 1990, the Union government formed the Cauvery Water Disputes Tribunal (CWDT) under the Inter-State River Water Disputes Act, 1956. It issued its final award in 2007.
  • Current Water-Sharing Framework: Based on the 2018 Supreme Court verdict, which allocated 404.25 tmcft to TN, 284.75 tmcft to Karnataka, 30 tmcft to Kerala and 7 tmcft to Puducherry. It reduced TN’s share to meet Bengaluru’s drinking-water requirements and fixed the allocation for 15 years.
  • Institutional Mechanism: As per 2018 Supreme Court directives, the Union government set up the Cauvery Water Management Authority (CWMA) as the apex body and the Cauvery Water Regulation Committee (CWRC) to monitor and enforce water releases.

How Does the Mekedatu Dam Feature in the Dispute?

  • Karnataka proposes a dam at Mekedatu Gorge (“Goat’s Leap” in Kannada below the Arkavathi-Cauvery confluence, but Tamil Nadu opposes it.
  • Tamil Nadu’s Objections: Mekedatu would intercept catchment flows, weaken distress-time releases, threaten Kuruvai and Samba crops, and submerge parts of the Cauvery WLS, affecting biodiversity and elephant corridors.
  • Karnataka’s Defence: It would supply Bengaluru with water and generate about 400 MW of power without reducing TN’s share; storing surplus monsoon water will ensure regulated dry-season releases.
  • Current Legal Status: The project is stalled, requiring clearances from the Central Water Commission, MoEFCC and CWMA, and remains contested before the Supreme Court.

  • Context (TH): Incidents of cloudbursts have been reported from various locations in India.

About Cloudbursts

  • A cloudburst is a sudden, intense rainfall event concentrated over a small area (≥100 mm/hour over a 20-30 km² region).
  • It forms within cumulonimbus clouds (Altitude;1000-2500 m) under unstable and moisture-rich conditions.
  • Occurrence: Most occur between June & August under the southwest monsoon.

How common are cloudbursts in India?

  • Increasing frequency: Cloudbursts are becoming more common due to global warming, as warmer air can hold more moisture.
  • Underreported events: Many cloudbursts are not officially recorded because they occur in remote mountainous regions with few weather stations.
  • Recent trend: States like Uttarakhand, Himachal Pradesh, and Jammu & Kashmir have seen a rise in reported cloudburst incidents, especially during July and August.

Are cloudbursts hard to forecast?

  • Small and Localized: Cloudbursts occur over a very small area, often smaller than the grid size used in weather models requiring very high-resolution models and immense computing power to predict them.
  • Rapid Formation: Cloudbursts develop and occur within a short time, unlike cyclones or monsoon systems, they cannot be tracked for days or weeks.
  • Challenges in Mountainous Terrain: Mountains block Doppler radar signals, creating blind spots and rugged terrain also limits the installation of automatic weather stations.
  • Lack of Real-Time Data: Fewer ground sensors mean limited real-time weather observations, without sufficient data, forecasting short-term cloudburst events becomes unreliable.

  • Context (TH): A recent global study has highlighted the proximity of schools to toxic contamination sites, a serious but often overlooked public health challenge.

Key Findings

  • Around 10% of schools in Low-and Middle-Income Countries (LMICs) are located within 5 km of a documented toxic site.
  • The risk is highest in densely populated urban centres, where industrial activities, waste disposal, and legacy pollution are concentrated.
  • Among the world’s capital cities, New Delhi ranked highest, with over 90% of its private schools situated near sites contaminated with hazardous substances like lead, mercury, cadmium, arsenic, and pesticides.

Lead (Pb)
  • Damages the developing brain and nervous system.
  • Causes reduced IQ, learning disabilities, behavioural disorders, and anaemia.
  • Children are particularly vulnerable because of their developing nervous system.

  • Affects the brain, kidneys, and nervous system.
  • Prenatal exposure can impair cognitive development and motor skills.
Cadmium
  • Accumulates in the body over time.
  • Damages kidneys and weakens bones.
  • Classified as a human carcinogen.
Arsenic (As)
  • Long-term exposure increases the risk of skin, lung, bladder, and liver cancers.
  • Can also cause cardiovascular and neurological disorders.
Pesticides
  • Exposure may lead to hormonal disruption, respiratory diseases, developmental disorders, and certain cancers.
  • Chronic exposure is associated with impaired cognitive development in children.

{GS3 – S&T} Low-Energy Technology for Wastewater Treatment *

  • Context (TOI): Researchers at BITS Pilani, Hyderabad developed a low-energy technology to treat complex effluents from biopharmaceutical and vaccine manufacturing.
  • Mechanism: It replaced expensive, energy-intensive chemical and steam autoclaving with a low-energy, three-stage integrated process.
    1. Pulsed Electric Field (PEF): Applies high-voltage electrical pulses to eliminate live production bacteria and antibiotic-resistant genes.
    2. Sequencing Batch Reactor (SBR): Uses natural microorganisms with membrane filtration to remove remaining organic pollutants.

{Prelims – Geo} Moken Sea Nomads *

  • Context (ET): Scientists confirmed that Moken children have over twice the underwater visual acuity of European children, achieved by constricting pupils and flexing eye lenses underwater.
  • The Moken are an Indigenous, Austronesian-speaking maritime community, commonly known as sea nomads or Sea gypsies; Chao Ley in Thailand and Selung or Salone in Myanmar.
  • They live in the Andaman Sea, moving among the ~800 islands along Myanmar and Thailand’s coasts, including the Mergui Archipelago and Surin Islands.
  • Lifestyle: Traditionally hunter-gatherers, they live seasonally on handmade wooden boats called kabang and free-dive for fish, shellfish and sea cucumbers.

{Prelims – IR} ‘India’s Next Growth Frontier’ Report

  • Context (PIB): Competere Foundation, a US-based trade and competition policy think tank, released the “India’s Next Growth Frontier” report on India’s structural reform journey.
  • It assessed India’s performance on the Market Distortions Performance Index, which spans three pillars: property rights protection, domestic competition, and international competition, from 2010 to 2023.

Key Findings of the Report

  • Global Ranking: India climbed 25 places from 82nd in 2010 to 57th in 2023 on the Market Distortions Performance Index, driven by pro-competitive measures including the GST, Insolvency and Bankruptcy Code (IBC), and modernised trade facilitation.
  • Economic Gains: Pro-competitive reforms reduced India’s projected five-year GDP per capita loss by 11 percentage points, adding 1% to the annual gain in GDP per capita.
  • Distortion Cost: Unresolved market distortions cost India roughly $173.6 billion over five years, equivalent to about 4.2% of national GDP.
  • Persistent Barriers: Sector-specific foreign investment caps and restrictions on multi-brand retail and inventory-based e-commerce impede supply-chain efficiency and consumer welfare.
  • Recommendations: Maintain evidence-based competition policies for digital markets; review sector-specific investment restrictions; strengthen cooperation with like-minded trading partners.

{Prelims – S&T} Chandrayaan-5

  • Context (IE): Scientists from ISRO and Japan Aerospace Exploration Agency (JAXA) recently reviewed the progress of the Chandrayaan-5.
  • Also known as LUPEX (Lunar Polar Exploration), it is a joint project between ISRO and JAXA.
  • Targeted for launch around 2028, the mission focuses on exploring the Moon’s South Pole to study surface and subsurface water-ice deposits.
  • The mission will take off on a Japanese rocket, H3, and is planned to carry seven scientific instruments for carrying out different kinds of experiments.

{Prelims – S&T} Record R&D Spending in India

  • Context (TH): India’s Gross Expenditure on R&D (GERD) reached a 15-year high of 0.84% of GDP in FY 2023-24, reversing a decade-long decline.
  • Funding Volume: Total research funding nearly doubled over four years, rising from ₹1.33 lakh crore in FY 2019-20 to ₹2.45 lakh crore in FY 2023-24.
  • Private Overtake: Private industry spending almost tripled from ₹44,800 crore in FY 2019-20 to ₹1.26 lakh crore, overtaking public funding for the first time with a 51.8% share.
  • Global Lag: Despite this milestone, India’s 0.84% allocation still lags behind global innovation leaders such as Israel (5%), the US (3.5%), and China (2.4%).
  • GERD Target: India aims to reach a GERD of 2% of GDP, aligning with advanced knowledge economies.

{Prelims – Sci} Alanine Aminotransferase (ALT)

  • Context (TH): The Union Health Ministry has urged people to monitor Alanine Aminotransferase (ALT) levels as an early indicator of liver injury and to promote timely detection of liver diseases.
  • Alanine Aminotransferase (ALT), also known as Serum Glutamic-Pyruvic Transaminase (SGPT), is an enzyme found predominantly in liver cells (hepatocytes).
    • Small amounts are also present in the heart, skeletal muscles, and kidneys.
  • It plays a key role in amino acid metabolism, catalysing the conversion of alanine to pyruvate.

Why is ALT Important?

  • Early Marker of Liver Injury: When liver cells are damaged or inflamed, ALT leaks into the bloodstream, making it one of the earliest indicators of liver injury.
  • Part of Liver Function Test (LFT): ALT is routinely measured along with AST, ALP, GGT, bilirubin, albumin, and prothrombin time to assess liver health.
  • Not a Standalone Diagnosis: An elevated ALT level indicates liver cell injury but does not identify the exact cause or severity of liver disease.
  • Causes of Elevated ALT: Metabolic Dysfunction-Associated Steatotic Liver Disease (MASLD), Viral hepatitis, Alcohol-related liver disease, Drug-induced liver injury, & Autoimmune hepatitis etc.

{Prelims – Social Sector} AI & Photonic Quantum Computer for Cancer Treatment

  • Context (IE): Researchers combined artificial intelligence with a photonic quantum computer to enhance immune peptide design for personalised cancer vaccines.
  • Mechanism: To trigger an immune attack on cancer, synthetic peptides must bind precisely to a patient’s Human Leukocyte Antigen (HLA) surface proteins.
  • Challenge: Standard AI cannot design peptides for rare or underrepresented HLA genetic variants due to insufficient historical training data.
  • Solution: Researchers used a Generative Adversarial Network (GAN) to model complex, non-obvious mathematical probabilities, letting the AI “imagine” entirely new peptide sequences.
  • Significance: The synthesised peptides bound to rare HLA targets, extending customised vaccine design to patients of any genetic background.
  • Human Leukocyte Antigens: Cell-surface proteins that help the immune system distinguish the body’s healthy self-cells from cancerous or foreign cells.
  • Photonic Quantum Computer: Uses particles of light (photons) as qubits, exploiting quantum mechanics (wave interference dynamics) to solve complex mathematical problems.
  • Generative Adversarial Network: An AI model in which two neural networks compete: (1) a generator creates fake data, (2) a discriminator detects it, pushing the generator towards realistic outputs.
